Canon background:
Aoyagi Seimei is the elder son of the Aoyagi family, based out of Tokyo, Japan. He's described as kind and gentle by some who know him, but others hold the conflicting opinion that he's actually extremely abusive, violent, and uncaring.
When he turns 14, as a Sacrifice (one person in a two-person team of Sacrifice and Fighter), he receives Agatsuma Soubi as his Fighter. This was done pretty much by request because at that point in time, the Aoyagi family was fairly influential, and he had his pick of the litter.
Seimei is possessive, dominant, and manipulative and while he shows a front of being kind and thoughtful to some, he is revealed to be an obsessive person that lacks compassion for pretty much anyone but Ritsuka, his younger brother.
In canon, Seimei is killed by being burned to death, and is identified only by his dental records. He had instructed Soubi to become Ritsuka's Fighter in the event of his death, and this is the course that the manga takes, mostly following Soubi's relationship with Ritsuka for quite some time.
It turns out that later, we find out that Seimei had faked his death, and he returns in the manga to convince Ritsuka to join him and to be loyal only to Seimei.
This kind of behavior, in addition to certain things that Seimei has mentioned about Ritsuka being "the only person that he sees in the world" and the fact that Ritsuka seems to be the only person that Seimei cares for (displayed in some of Ritsuka's flashbacks) shows that the older brother may have very deep feelings for his younger brother. In addition, he is speculated to have some slightly incestuous intentions toward Ritsuka, though nothing is shown to be outright proof of it.
Seimei's background and intentions are not very clear, except for the fact that he views only Ritsuka as worthy company, and that he will stop at nothing to have his little brother close.
ONORATA-VERSE BACKGROUND:
Aoyagi Seimei's characterization doesn't change in Onorata, it's mostly just his background and his age (in this world, Seimei is 22).
Seimei was of Japanese origin but had emigrated from the land of the rising sun to France after the complete financial downfall of his native homeland. He had owned a brothel in Paris since the age of 15, having come into ownership of it by being an excellent worker and proving an affinity for assisting the management of the place (not to mention his cut throat, ruthless business tactics).
On the personal side, the relationship between Seimei and his younger brother, Ritsuka, had been very close. In fact, they were so close that Seimei told Ritsuka when the boy turned 15 about his second name, which he had never told anyone before--"Beloved."
It was with all of this in mind that Seimei hacked into his brother's computer (using the password that had been their secret) and left him a message in a Word doc before he faked his own death in a fire that burned down the entire brothel and killed most of the inhabitants:
"Ritsuka,
If you are reading this then I was probably killed.
I leave you Agatsuma Soubi.
Seimei"
Why so cryptic? No one but Seimei knows.
His appearance, which includes animal ears on his head and a tail, is explained by experimentation done to his mother. She didn't suffer any real physical effects (only psychological ones), but her two children were born with animal ears and tails; Semei's resembles more of a canine aspect where Ritsuka's resembles a feline genetic tendency. However, Seimei manages to hide these features and keep from standing out by various means of clothing and other accessories at first, because when he comes to Reggio Calabria, he will not want Soubi or Ritsuka to recognize him.
